Indicative ownership polygons cover four small pilot windows; the 3-mile ONS tool presently identifies census geographies, not verified population totals. Named owners, paid title reports, AI, national new-application feeds, comparable evidence and postal sending are not activated.
Developer-specific brief criteria, usable acreage, access, occupation and other Hard Gates remain unchanged. A missing public record is never automatic clearance or an off-market PASS.
